In February 2021, British Columbia, Quebec, and Manitoba issued invitations to candidates through their respective Provincial Nominee Programs (PNPs) for economic immigration. British Columbia invited 241 candidates in a general draw that included tech occupations, while Quebec issued 1,011 invitations for the Quebec Regular Skilled Worker Program (QSWP) with a minimum score of 619 and required a valid job offer outside of the territory of the Communauté métropolitaine de Montréal. Manitoba invited 583 candidates through the Manitoba Provincial Nomination Program, with invitations extended to specific and non-specific occupations. PNPs allow provinces to nominate candidates who are most likely to integrate into the provincial economy while filling gaps in the labour force, but final permanent resident status decisions are made by Immigration, Refugees and Citizenship Canada (IRCC).
