Canada unveils plan to make international students permanent resident
International students and temporary foreign workers play an important role in Canada’s economy. They grow Canada’s workforce, increase efficiency and productivity, and help in balancing the impact of its aging population. Highlighting these significant benefits, on September 20, Canada’s immigration minister Sean Fraser tabled a plan to fast-track the permanent residency process for temporary foreign workers and international students with significant job experience. This strategy expounds a range of pathways focused on increasing opportunities to transition from TR to PR, supporting the Canadian community and regional job market needs. The strategy is based on a five five-pillar approach to achieve the following objectives:
The five-pillar approach to fast-track the Canada PR process
Leverage increased immigration levels
The first Pillar highlights the importance of the 2022-2024 Immigration Levels Plan, which targets to welcome 431,645 new permanent residents in 2022, 447,055 in 2023, and 451,000 in 2024, an immigration rate of approximately 1% of Canada’s population. It will provide more opportunities to international students than ever before to transition from temporary to permanent residence through programs like Provincial Nominee Program, Federal High Skilled Programs, Temporary Resident to Permanent Resident Pathway, Economic Pilots, etc.
Reform Express Entry and increase flexibility in immigration selection tools
The second Pillar aims to improve the Express Entry System, which is one of the primary ways to apply for permanent residency for international students while they are gaining Canadian work experience on a work permit. The improvements include introducing flexibility in immigration selection tools under express entry to help the federal government respond to regional labour market needs. The government also aims to review the comprehensive ranking system criteria.
Enhance permanent economic immigration programs and pilots
The third Pillar focuses on making the transition the newcomers, including international students, to permanent residents easier by adopting the latest version of the National Occupational Classification (NOC) 2021, which will expand eligibility to certain in-demand occupations within several permanent economic immigration pathways.

Besides this, the government will introduce improvements to pilot programs such as the Alberta International Medical Graduates Association and Children’s Hospital of Eastern Ontario (CHEO) to support transitions to PR for those who work in in-home caregiving occupations and in the Agri-food sector.
Support communities in attracting and retaining newcomers
Pillar 4 aims to develop the Municipal Nominee Program in consultation with Stakeholders and provinces and territories to support further admissions under regional economic programs like the Atlantic Immigration Program and the Provincial Nominee Program. The government is also exploring ways to promote the immigration of French speakers in addition to English speakers.
Build operational capacity
Through Pillar 5, the government aims to modernize and digitalize the immigration system to expedite further processing and serve newcomers to Canada better.
The efforts that the Canadian government is making in streamlining the entire permanent residence process for newcomers, including international students, is bound to make this land of opportunities even more appealing to Indians, which is already the number one source country for international students.
